Peking, July 20, 1909. HUKUANG Railways. Please refer to your telegram No. 120 of the 17th July. I think that Wai-wu Pu recognise that the wishes of a Government to whom they are under so many obligations cannot be ignored, and that, from a political point of view, American participation is advantageous. They will not therefore, in my opinion, support Chang if he should apply for Imperial authorisation to sign, which he is not likely to obtain.

It is,

A proposal that the loan should be increased in amount, and that America should get the increase, seems to be favoured by the American chargé d'affaires. however, to be feared that fresh complications will be introduced by the Russian demand to participate in the loan.

The Regent received a telegram from the President of the United States a few days ago in which Mr. Taft urged upon His Imperial Highness the justice of America's claim to share fully in the loan.

I have received a visit from Russian Minister, who stated that Russia wanted to participate in loan to the extent of 2 per cent. or 3 per cent. It was only desired that Russian Minister an arrangement to this effect should be made with the banks. explained that claim was justified by Russian commercial position at Hankow, and he asked me to give it my support.

I told his Excellency that I regretted it was not possible for me to do so.
